You can use Apple Motion's stabilize feature to track an object or title onto a moving background.

Check this out.

To create this effect, import a clip for the File Browser into the Canvas window.

In my example, if I play this clip you'll see it's a bit shaky.

After your done playing your clip, make sure you move the playhead indicator back to the front of the timeline.

Navigate to the Add Behavior button had choose Motion Tracking - stabilize.

Then click on the HUD button to bring up the Heads Up Display for the stabilize behavior.

Activate the Position and Rotation buttons within the HUD.

Then press the analyze button.

When it's finished, click back onto the HUD button and change the border parameter to zoom.

Continue to leave the HUD window open.

Move the playhead indicator back to the front of the timeline.

Now click on the text tool and type your title within the Canvas window.

Then click onto the Select / Transform tool to select the text object.

Right click on the text object and choose Transform 3D from the contextual menu.

Try to match the perspective of the sign by using the Y rotation axis handle.

Right click on the title object and choose blend mode - Overlay.

This will help the title blend in with the sign.

Press the keyboard shortcut command 4 to bring forward the Layers tab.

Within the layer's tab click on the Group Layer.

Navigate to the Add Behavior button and choose Motion Tracking - unstabilize.

Now move over to the HUD and assign the previous behavior to the source to be used to unstabilize the video image.

That's it!  The title object now follows nicely with the sign.
