Storyboarding goes all the way back to the 1930's; it's how filmmakers and animators graphically organize a series of images displayed in sequence for the purpose of pre-visualizing a motion picture or cartoon.  You can use Storyboarding right within the Browser in Final Cut Pro.  By using the Thumbnail view in the Browser, you can create a Storyboard and quickly turn it into a rough cut.

First in the Browser window, you will want to change the View to List as Large Icons:
View > Browser Items > List as Large Icons

Now you can see each of your clips in a Thumbnail view. This provides a quick visual way to arrange the icons of your clips into a Storyboard for your sequence.

Now you can arrange your thumbnail icons around the Browser by dragging them and putting them into order to match how you envision the edit.  The Storyboard helps you determine if the edit will work correctly or not.  Once you have all your clips or icons arranged how you want, highlight all of the clips in the Browser window and drag the entire group into the Timeline.  Your clips will be placed in order with the correct In & Out points.
