If you are an owner of Final Cut Studio 2.0, a new plug-in category called 'Glow' is now available in the Final Cut Pro effects palette.  Now granted, there are all sorts of third party effects that have specific filters that create the 'burnt film effect', A company called CGM-online makes some plug-ins that contain a burning film effect.

However, this is an excellent work-around if you do not want to spend the money for a third party plug-in.

Drag a clip to the timeline that you want to burn up to the Final Cut Pro timeline. Use the blade tool and split your clip into two pieces.  You'll place the bloom effect onto the second piece, leaving the first half of the clip untouched.

Next, turn on the clip overlays feature which is located in the button left corner of the timeline window.

Now you'll need to expand the keyframe overlay area of your timeline by clicking in the area just to the left of the timeline tracks.

Next, (right click) in the keyframe editor area and select Bloom / Threshold.  Use the 'pen' tool to create two keyframes.  Adjust the threshold towards 0, to create a blown-out effect.

*You might want to place a cross-dissolve between your your two clips so the 'bloom effect' dissolves in instead of cutting in.
