Applying a filter effect to a clip in your sequence is as simple as going to the effects tab, located in the Browser Window > opening the Video Filters folder and dragging an effect over to the desired clip in the timeline. You can then manipulate the effects by going into the Filters Tab located in the Viwer Window.
